No, and this is worth knowing: a scramble shows a large, clear, INCORRECT spelling of the word for as long as the learner works on it. For a confident speller that is harmless; for someone who has met the word twice it competes with the correct form. Use scrambles for revision, and missing letters for new words.
Each word is scrambled separately rather than the whole phrase as one block, so the answer stays recognisable as a phrase.
