Every word has to interlock with its neighbours, so the engine tries arrangements and backtracks when one fails. A 21×21 has far more constraints than an 11×11.
How many themed words were placed and how tightly the grid packs. It is a guide for choosing between regenerations, not a measure of how hard the puzzle is.
